Correct SoC listing
For some reason, the first time I killed the boss that carries Echo, it wasn't in the list of skills I could learn. I definately saw him use it while he was alive. So, I zoned and killed him yet again. This time, it was finally in the list of skills I could learn.
Anyone else have this happen to them?

Can't say I have. But reporting it to support.guildwars.com might be your best idea as it's obvioiusly a bug and they should be informed of it so they can fix it.

Ugh...capturing Echo used to be a huge pain in the...yeah.
I spent 3 hours running back and forth from ember to the closest spawn point trying to catch him using it before the jade bows decimated him...
Once I came close...was actuallying using the signet and he interrupted me...

No, I watched him. He used it the first time. I wasn't watching for him to use it the second time I killed him, so I have no idea if he used it or not.

I bet it's because you killed the boss while Echo was still in effect.
When it died, it didn't have Echo; it had two copies of some other spell.
Hypothetically, you should be able to cancel, wait 20 seconds for Echo to wear off (even post-mortem) and recast SoC.
