Inquiry about Wastrel's Worry

I have a question about Wastrel's worry. The description says "after 3 seconds, Wastrel's worry ends and does x dmg, but if target uses a skill, Wastrel's Worry ends prematurely." By ending prematurely, does the damage still get applied to the target, or is the hex simply nullified because it "ended prematurely?"
