are perdition rock, watchtower coast and mineral springs outposts? I've never heard of any of these and they're not on the maps...

They are "explorable areas" that can be accessed from certain outposts. For example, The Mineral Springs are accessed from the Granite Citadel via Tasca's Demise. The Citadel is an outpost in the Southern Shiverpeaks. Likewise for the other two places. They are neither towns nor outposts that can be mapped or warped to, but rather can be accessed from. Use the online maps provided to find the area you want.
