Price Check please - very strange item

I found this hammer at Divinity Coast yesterday and I find it quite strange because its a gold rarity but it only has one mod and its value is listed there at 400 which is higher than anything I've ever seen... its also max damage.

Any ideas on the worth of this item? Maybe the 400 is due to the 19% which is quite high.

i doubt it, because in like 95% of the game that mod is useless anyway..its max damage, but its as good as clean

If your a War use it at Thirsty River thats about it. Not very valueable.
