More PvP<->PvE interaction?

The one big problem I see in the HoH and UW/Fissure system is that the top notch players are very few -it's the definition of it. Everyone can win a couple bouts if they're determined enough, but coming out on top of HoH is not the same thing - it takes skill tactics and teamwork. Lots of each. And it gets more difficult as time passes and the other players evolve. One should not be required to be a top notch player to access stuff, just to put effort and determination and some skill to it.

I'd like to have some PvE areas that are accessible after a "king of the hill" battles, to the winner only: you go in and every - say - 5 minutes the arena opens, the squads that "enlisted" are thrown in (8 at a time) and the winner of each bout accesses the area. Nothing overly incredible, less than UW/Fix, but the fact it can be accessed that way only makes it desired, and the fact it is that often makes it possible for smaller/less skilled teams to get in and play. You could also give the winner a "bonus access" object that can be kept and used later. Of course all the player characters that win a battle will get one and to enter the area the whole team must have an access (henchies enter for free of course ).

What do you people say? Sure I gotta get flamed by both PvE hardcores and PvP hardcores.
