A bow speed question

I'm pretty new to the game, and still trying to figure some things out. I recently acquired (I belive from a collector) a bow which has me puzzled. It's labeled as "Diessa Flatbow of Fortitude", if anyone is familiar with it. Among other bonuses, it lists a "-67%" to attack speed. It's the negative that has me confused, is this shortening or lengthening the time for an attack? I've known some games where the negative means it lessens the time, and others where any negative indicates a penalty, so I have no idea if this is a good thing or bad. Any help here would be appreciated, thanks!

try finding a regular flatbow, shooting it, counting the arrow time, and then use your diessa, and see the difference, tell me what it is. I believe the diessa will be slower.

If that is a bonus (firstly I really want that bow) you should be shooting an arrow once every 2/3 seconds; if it is a penalty, once every 3&1/3 seconds. It should be apparent which is occurring.

I'm pretty certain; however, that that indicates a penalty.

Yeah, it seems to be about 3 seconds between shots, I guess that answers that, thanks for the help though

Don't forget to slavage the grip of fortitude, though. That won't have a penalty associated with it.

Which collector was it and can you please post or take a screenshot of the exact stats of the bow? Thank you.

This bow is from outside the Serenity Temple - trade in stormy eyes.

It's a Diessa Flatbow of Fortitude.
Damage 33%
Attack Speed -67%
Health +25

And I just counted it out - it's about 3 seconds between shots.

Since it's a collector bow, you can't scrap the upgrade out of it.

I'll let the merchant deal with it.

salvage the grip out(expert salvage kit) a +25 HP grip should score you a few grand.

hmmm, i think i just sold that, i thought you can only get "Fortitude" items from quests?? i am also new so i have no clue if that is a flase statement.

edit... i think i did see it at a collector

You can find mods everywhere; you just can't salvage quest reward items, which is a shame since finishing the Galrath quest gives a pretty decent sword.

Um... about speeds, half moons and short bows have the best speed and horrible range, while (i think) long/storm bows have the slowest speed and greatest range and performance. I tried switching my storm bow with a composite and I ended up hitting less moving targets.
