One Hitter Quitters [QQ]

So I went for building a shutdown Mesmer, trying to shut down multiple targets through Energy Denial and Power Block. I started with this:

11+4 Domination
10+1 Inspiration
9+1 Fast Casting
4 Wilderness

Quickening Zephyr
Backfire
Energy Tap
Inspired Hex
Power Block
Power Drain
Shame
Signet of Weariness

After discussing it with many, many people, almost everyone picked up on the fact I didn't have Power Leak, and was using Quickening Zephyr with some expensive skills. I got lots of different suggestions of things to change, such as swapping elites from Power Block to Energy Drain, taking Power Leak over Inspired Hex, adding in Serpent's Quickness, for Quickening Zephyr. That's barely scratching the surface of the amount I got, but it's a few of the one's that were mentioned most.

I also got one thinking of running Serpent's Quickness and Quickening Zephyr at the same time, and changing the Runes around for higher Wilderness Survival.

Still though, I'm not sure where to go with this Build. I got a nice suggestion; use Energizing Wind and Quickening Zephyr in tandem. It gives a 25% quicker recharge time, and lowers my high energy costs, with my low energy costs not costing much more anyway. To further strengthen this, there is always the possibility of adding in Serpent's Quickness. Also, on the lower energy skills, I could just get out of the AoE of Energizing Wind, keep those skills recharging super-fast, and then using the maximum of 10 energy when wanting to cast Backfire, or Power Block if I keep it.

So, I was wondering how exactly a Build using the following kind of setup would work.

11+4 Domination
10+1 Inspiration
9+1 Fast Casting
7 Wilderness

Energizing Wind
Quickening Zephyr
Serpent's Quickness
Arcane Echo
Backfire
Power Block
Power Drain
Shame

Energy could still, very easily, be a problem with this build. So I also thought of something like:

11+4 Domination
10+1 Inspiration
9+1 Fast Casting
7 Wilderness

Energizing Wind
Quickening Zephyr
Serpent's Quickness
Arcane Echo
Backfire
Energy Drain
Power Drain
Power Leak

Having sought advice on that variation, the question would be the enemy energy, so I also thought:

9+1 Fast Casting
7 Wilderness

Quickening Zephyr
Serpent's Quickness

Inspired Hex or Shame
