i believe i have both lol ... my guild mate just dumped 2 hammer on me and I believe one was either 17-19 vs hexed foes
and I have a gold 18-35 fiery mursaat hammer with 15% while health is above 50% ...

I'm pretty sure vs hexed foes trait is 12-15% on gold hammers.
You might be thinking of WHILE hexed which goes from 15-20% on rares.
On a side note, have a max hammer with 12 req and 13% VS hexed if you're interested.
