I am debating these two builds and wonder what you all think would be best?

My thoughts is that Necro adds more damage spells and healing self spells in one line - death or blood (which has group healing)
Monk would only add healing or damage since healing and smiting do not cross at all.

I would go with E/N, thats what i am. Lvl20 E/N . works really great. Not sure what your going for PVE or PVP, but i'm going BLood all the way, with Air

Mes is the best secondary in the game. And also makes a good primary many times.

I tried E/Me and was very disapointed. Could not heal myself effectively, the damage spells did not augment anything I was already doing, Inspiration never added enough energy to make it worth my while... what do you base your claim on that Mesmer is best secondary?

For pvp?
Pick nec if your team needs another person with rend. 4 in curses is enough.
Pick monk if your team needs another person with restore life.
Unless you're doing some kooky strat neither of those lines will offer as much as mesmer, and you are going to need many skill slots for ele skills anyway.
For pve?
Pick monk and you won't be sorry. Pve always needs more monks.
