I have a feeling that in the late game, my boys (ie. minions) are going to be all sorts of useless.
I'm thinking a new skill for the necros would be:
Animate Bone Dragon - Spell - Elite
Exploit TWO corpses to animate a level 10-22 Bone Dragon. Bone Dragons have increased damage and defense compared to Horrors, Fiends, and Minions. A maximum of 3 summoned Bone Dragons can be allowed on the field during a mission.
Energy - 25
Cast time - 4
Recharge - 60
Causes exhaustion
Edit: Changed based on below suggestions. This means you could pull a level 26 Bone Dragon if you had Death at 16.
Wish I could summon a bone dragon...

If you go into Tombs you'll occasionally see groups with 10-20 minions, which is doubly bad when you consider that the necros using them have Soul Reaping for when they get killed. That's hardly underpowered. Aside from that, Animate Bone Anything had might as well be called "do PvE areas for you."
That spell wouldn't be balanced at all. If they were going to give you something that powerful, they should give it health degen and make you sacrifice health in addation to your 25 mana.

i think it would require multiple corpses i mean summoning that big would at least require a bigger sacrifice than calling on a bone horror

Maybe you sacrifice your life to animate it, and you can control it while you're dead? If you get ressed, it goes beserk or something =P

Minions are not useless in the end of PVE-part. Few choice comments from people after few minutes in mission/ea: "Oh my god!" "It's fun to watch this" "I wish we hadn't brought the henchies" "They've made this quest lot easier" (ranger's path, from seeker's path to finish in few minutes, killing everything on the way, stopping just to raise new minions.)
Lvl 24 mobs in southern shiverpeaks? They get ripped to shreds in seconds against 20+ lvl 18 fiends + horrors. Gnashers make me weep, as they are faster at raising fiends than I am..
Oh, and that skill: Elite, causes exhaustion, health sac of at least 50% and dragon should have serious lifedegen. Otherwise, I'll just sit at the start of mission/ea, harvest few corpses and then roll over anything. And would that be lvl 25 with death at 12 or 16? If at 12.. Well, lvl 29 dragon-army would run over anything....

I think thats a great idea, the dragon summon, but first, some conditions:
1: has to be elite
2: same health degen as all other summons
3: only 1 dragon allowed at a time, if you summon a new one, old one dies.
4: cost 25 mana, and like rebirth, this spell consumes all of your remaining energy
But this would make an EXCELLENT elite for a minion necro build, and very fitting
