Or do they just live in the US and update late?

The only problem with that is they won't have time to develop and test the fixes.
That's the reason this upcoming patch was delayed, actually. But yes, I wholeheartedly agree that it would be nice for this game to have zero development time for the fixes and improvements for upgrades in nice daily patches. Quote:

I think Anet should slow down their update schedule. People were getting too spoiled with a new update every week. Once every 3 weeks or more sounds good. This would give them ample time to play test their updates and not have to keep trying to keep a deadline (thus reducing what they can add before putting each update through it's paces).

To my knowledge they have never said that they will be updating every week, they've simply said that they are dedicated to updating the game. The fact that they have been updating weekly, in my opinion, is just showing that they know there is room for improvement and that they want their game to be as close to perfect for as many people as possible as quickly as possible.

Nono, they said "sharing the changes", not "sharing the patch". Means they might just as well post slightly more detailed "update plan"

Actually, they state in the minor patch for the Seeker's Passage update that it won't affect the WEEKLY update.
So yeah, they pretty much promise a weekly update muhahaha.
