It probably can't be salvaged because quest rewards and collector's items can't be salvaged. If they could, it would be pretty easy to collect lots of certain materials or mods and such. Anyway...
To better explain mods:
There are prefixes and suffixes, in this form:
[Prefix]
Weapon Name of [Suffix]
For example: Poisoner's Longbow of Fortitude
Each type of prefix applies affects to attacks, while suffixes apply other effects (example, of Enchanting increases the duration of enchantments, of Fortitude gives bonus health, etc.). In my previous example, Poisoner's increases the duration of poison on a foe.
Additionally, only weapons have edittable mods (suffixes/prefixes). There is another type of mod, which is inbuilt. These can't be editted. Examples include Spell recharge time decreased (20% chance) or similiar things (such as Damage +15% (while health is above 50%)). This various inbuilt mods come in different strengths and effects.
