Doesn't matter for casters (plus I don't know) their attacks do around 9 damage, as for rangers and warriors, for a period of time, their attacks have a 90% chance of missing. I think it applies to all characters' attacks, and hurts rangers and warriors the most.

Blind affects any normal attacks or skills that require attacking(exs. Power Shot, Power Attack, Smite). Things like spells will never display a "miss" of their damage, even if they do go off target, and they aren't affected by blind.

There is a hex or condition that causes projectiles to miss more often.

Okay...Blind is only towards melee range attacks and skills. Also with RANGER normal attacks.
Did it do the same with Ranger Long Range Skills???
About the HEX able to do Missle Miss...does that only work for Missles only...or does that work agaist SPELLS too?
Also...if it works against Spells, does it only work towards Single shot spells like Fireball...or does it also work against area damage like Meteor Shower?
