Aim, shot & miss...

I'm repeating myself, but you just pointed out what I was saying all along, yet I'm still not getting it?

Anyway,
I would make sure to report anyone who's affecting your gameplay experience in a negative way. Don't expect any miracles from anet, but if enough people complain about the same scammers, then it will result in actions from anet eventually.

If you are doing a 50/50 thing, giving half the payment at the town in the middle, you are naturally assuming the risk that the guy may leave (or else why 50/50?). However, all is not lost, you may be able to get someone to run you the rest of the way for a lower cost, and even if you can't do that you can get a friend who is level 20 who can go there and take you the rest of the way using hench (or more friends). Lornar's is hard because you only have a party of 6 and very weak hench from Beacon's.

I pay up front for a movie so if the movie doesn't play right I assume the risk and therefore cannot expect any money back? Like I said paying up front for a service does not mean you automatically have no means of filing grievance or possibly getting your funds/item back. Also as I stated there are many games that proactively track all trades and it is fairly simple to retrieve a transaction record from a database if given a timeframe and other qualifying data such as player name or item name is given... If a customer service representative has issue with dealing with customer complaints then it sounds to me like your "pal" is part of the problem. You turned a very simple posted question into a forum for you to whine about what is wrong with this game and the youth of today and why nerds are nerds and etc... Unfortunately you are probably too technically inept to understand the ease in which to provide supporting evidence when a potential scam has occurred and won't get the point of this. Plain and simple answer is if you honestly feel you have been scammed in game then report it. Worst that can happen is you don't get a reply. If the poor 40K a year customer service rep is overloaded from the really tough job of reading emails then they can find another occupation that is easier.

Always ask around. Check different districts, see if people suggest a person over and over that took them to Droknars.

I found someone who was very professional, he costs some good money, but in the long run its worth it. And you can get to Droknars really early in the game that way. Anton Hanneman was my runner.

Or they might ban your account for attempting to purchase a service that was never meant to be sold. It probably won't happen that way but it's certainly a possibility. Report at your own risk.

At least that would show that s.th. is being done when you report an issue

On a sidenote: the few times I've been dealing with the anet support, the response times were on par with "other" games that require a monthly fee, which was quite impressive to see.

ok first... you should get your guild to do it for you, not pay some other person to do it. and second if it was a one time thing it could have been anything... he may have lost his ISP connection. a scammer is someone that does it repeatedly... I have done stuff for people and lost connection in the middle before. it was not on purpose. so I am just saying... Of course I don't charge for that kind of thing, I'm more into playing the game. or playing with my guild members (friends) so I don't know what to say. there are several. threads with lists of names that are legitimate and others have had good experiences with. so there are out there. still I recommend playing through the game at least once and form a guild to help your secondaries to do such things. Or join one that does ...

to answer your question, you can do it Here.

they want the time and date of the issue, a screenshot with district, and the names of the parties involved.

Since you were not in a district and in a instance they will also want the party leaders name. so they can look up instance logs.

however I have yet to EVER see one of these banned. maybe they get a warning sent to their e-mail, but that's about it... its a Caveat emptor situation.
