Coming from Neverwinter Nights, I got spoiled with the ability to make my own modules, design levels, create stories, script, etc. Is anyone aware of any plans for a guild wars tool release?

No... moding is a breach of the users contract. So I doubt they ever will allow it.

They're not going to release a tool that would allow others to create chapters when they themselves will release chapters as expansion and will want you to pay for them. If they released the tool then most people would play free chapters and not bother to pay for the official ones.

So game companies who release their tools to players lose money because of it? I'm pretty sure it doesn't work that way, LOL. Expansion of a game's universe by giving the players the tools to expand that universe is NEVER a bad thing, nor detrimental to the company.

there was talk of custom quests being in the guild hall someday. Right now we do that by posting a open quest on our webpage, have them go do it and post a screen shot for reward. they are normally quite complex though. But the first few we did were simple things like killing all the charr in the first mission, instead of running from them. that kind of thing... Another is killing the Lich dragons in Fissure... we have some posted rewards for each, and only open them to our guild members. so its something special.

It would be nice though to have the custom quest posting board in our guild hall so the leader can issue open quests to their members as rewards become available for them. (Posting the quest would hold the item or gold to be given as a reward for finishing them.) The more items you add the more people can get the reward for it. I was even thinking of a way to award exp by taking some from a poster of the quest. With a exp cap of course, prob being 500 exp each MAX. Since the exp keeps accumulating after lev 20 for skill points, many have lots extra exp to spare... so they could post custom quests in the guild hall. But that's just one idea for it. I have seem lots of them.

But for now the Website Custom Guild Quests are actually kind of fun to make and participate in, and have Exp and Drop Rewards in just doing them.

This may be the case, but it is unlikely that the players would develop anything close to a consistent environment, perhaps detracting from what ANet is trying to make a relatively coherent environment (and thus one in which the impact of further additions or chapters can be as intended).

A much more significant problem for this idea in general in MMORPG's is that people don't like playing without gaining experience / items, and of course you wouldn't be able to in user's mods (or at least you would gain xp independantly of your normal account).

People would totally pay for expansions still. It's a matter of development time on Arena's end. Having free, user-made content makes games much more popular, not less.

All that said, "helper" stuff like is available in World of Warcraft would rock. There's no new user areas, but tons of interface modules. We could potentially create our own Minion control panel, for instance, if they opened up the right stuff for us.

I also play NWN, but I think the concept is technically impossible in GW because of the very different architechture...GW is all server based, whereas NWN loads modules & other content locally. (GW only seems to load maps and textures.) And they would never let you upload your module to run on their instance server. So I wouldn't hold my breath...
