Collectors of the Desert

I'm looking for a location on the one who gives away Mesmer Boots.

I already have my Level 60 Armor, but I'm a bit anal and want my outfit to match.

What I need is the Area in which the collector resides. Whether it is an outpost, one of the mission sites or just out in the field. And the name of that place. Also what he's looking for would be nice
