Scourge of Healing, horribly ambiguous

I've been trying out Scourge of Healing today and I've realized that this spell does not affect health over time. Doesn't that count as "healing"? You are gaining health from a spell or whatever, especially one called Healing Breeze (implies healing right?). What does healing mean? It specifically says "every time target foe is healed, the healer takes X holy damage", but for example healing breeze unaffected. Yeah if health over time was affected it might be cheap, but I think the description needs to be fixed to specifically say that health over time is not affected. As it stands right now, the ambiguous and vague nature of the description says otherwise.

By the same token, then you'd have Reversal of Fortune triggering for Degeneration.

Just think of the descriptions as referring to Direct Damage and Direct Healing.

Divine Favour bonus won't trigger Scourge Healing either, and it's not DoT. Should it be amended for that as well?
