It's a noble thought, but i don't think it would work. In the international district there are no special traders and there's never favor... Likely it's similar for international groups fighting.

An international group can win HoH, but as CAT already said: the origin is determind by the leaders origin.

Its only the main three regions that can gain favor and favor grants access. I have tried this as I thourght it may have been a loop hole into Fiss/Uw
