If a weapon has a certain amount of damage in lightning, will it do more damage if you have lots of attribute points in air magic? Or is it just the rating of the weapon?

The only way Air Magic would affect a weapon (a wand or stave) is if it is required to have Air Magic at lvl X. If it is a sword with lightning damage, then it will still require Swordsmanship at lvl X to do maximum damage.

If you mean Conjure Lighting with a lightning sword, then you would need high Air Magic to get the best out of Conjure Lightning and high Swordsmanship to get the best out of the sword.
