Has anybody seen these on collectors or would they have to drop for Pve? Is the 20/20 artifact the only 1 that is on a collector?

Hmm, Mine at is..

Storm Artifact
Energy + 12 Req 9
Faster casting when using air magic (20%)
Faster recharge when using air magic (20%)

I like mine more than then, a energy -1 degen, eww. First one looks ok, but id prefer mine for the faster casting/recharge, i notice the difference.
