Spirit of Failure is sometimes used as an energy engine, although it's something best left in the arenas. (Relying on a hex to feed you energy in 8 vs 8 is not the best idea.)
The idea is to FORCE the enemy to miss through use of additional miss rate.
A Mesmer primary could use a Signet of Midnight on the hexxed foe, or Distortion on themself.
A Mo/Me could use the same Signet combo above, or instead go with Protection enchantments; Guardian will get you to a 63% chance of the opponent missing, and you can slap it on anyone they're trying to hit. They're also more likely to continue attacking with JUST Spirit of Failure on. Using Shield of Deflection instead can raise the chance for the opponent to fail in combat up to 83%.

Interesting combination. With it's 10 second recharge it would be nice if you could effectively just cast it on the entire enemy team.
Although I'm not sure if this applies to spellcasters (GW terminology refers to attacks as melee or projectile skill) However I believe some annoying monsters have made me miss in this fashion, so i'm probably right in assuming the latter.

The text in game now says "You gain X energy whenever that foe fails to hit in combat". Notice that it doesn't specify "miss" any more, so presumably "evade", "block" and whatever else, are now sufficient.

a target can attack about 25 time in 30 sec and so at default it results in 5 misses on its own =5-20 enegy if you use increased miss chances by blind/block/evade you can easily gain 100+enery if the enemy continues attacking

This is an awesome skill now that iway is the fotm. Awesome provided the team does not have heavy hex removal, and then you can always cover it with something. A very helpful skill for energy control and tank control.

no kidding. im an air ele mesmer- i thought i was the only one who thought of that combo. now since blind gives a 90% chance of miss, spirit of failure gives 25%.. so the opponent always misses if you can run blinding flash and SoF on em. That means if you have 6 insp magic you get 3 energy for each time they miss (or in this case, just plain attack.) so 25(attacks) x 3 = 75. You get 75 energy by using this skill.. but if your flash lasts 8 seconds youd need to run it 3 times. 15 x 3 = 45. 75 - 45 = 30 - 10 ( <--cost of SoF) = 20. You get 20 energy by using this skill over a period of 30 seconds. lets not forget they'll ALWAYS miss.
