Does this mean that over 10 seconds you only get a total of 3-8 health?
Or does it mean every second, you get 3-8 health for a total of 30-80 health over 10 seconds?

What it means is that for 10 seconds you gain 3-8 pips of Health Regeneration. Each PiP of Health Regeneration is equivaliant to 2 health per second.
So that means that Healing Breeze heals your target for 6-16 Health each second for 10 seconds.

3-8 is refering to health "pips" a pip is 2 hp/sec (those little arrows)
so thats anywhere from 6-16 health persecond for 10 seconds.

Yes and Yes. Healing breeze can be cast on any ally, which means you, your party members, the pets in the party, and minions (I think)

It is very useful to counter hexes with negative health generation. DO if you are hit with -8 pips, then throw up Breeze for +8 and you are not loosing health.
Scaphism
Yes and Yes. Healing Breeze can target any ally. Spells that target other ally cannot be cast on yourself. (A lot of monk spells are target other, but healing breeze is not.)
