Thats pretty good, although I've got to wonder WTF is that divine favor skill doing there 
High fire magic req w/ skill mod only available to monk primaries... Although a monk/fire ele would do great w/ it, I dont think a monk would be willing to invest too that many attributes just to use a wand. :\

What do you mean by "salvage the health"? I'm relatively new to GW and especially item stuff like this.

Salvage the staff. You can't go really wrong with either mods (insightful+5 can get you 20-25k) although admittedly, you have a chance of getting wood planks.

honestly though, i don't even put any points into the requirement for the weapon i'm using. i have a smiting rod and i'm a primary healing/divine favor monk. i only use the smiting rod to get the Improved casting speed (8%) and Improved Skill Recharge (8%) that are inherent in the wand. honestly, if you're a spell caster, you're not gonna be doing much damage w/ a wand/staff/cane/rod anyways. i personally just buy the item for the mods, not the damage.
