Okay.. recently ive noticed a lot of ppl wanting to make this R/Me and trying and failing but why? I have been working on this build and i dont find it terrible. I dont see why ppl think epidemic is so bad even in pvp just use it correctly!

No one's ever standing close enough to each other for epidemic to work, it's got a short range. Other then that, your build is fine, just lose epidemic (it honestly NEVER works), and pick up a res signet, which no one should be without, especially rangers who will most likely be in the backlines near casters.
R/me shine when you use migraine along with ranger and mesmer interrupts, and things like poison. Also good for trapper builds and spirit spammers who want to use that one inspiration stance that prevents disruption. You can also throw together a pretty mean energy denial ranger/mes if you wanted.

well.. not to insult those who use epidemic.. just use it when you know it will hit them sry for all u nay sayers. but i think a lot of it has to do with if ur any good at telling the range of epidemic (which i know isnt large) but its worth it for sure when u land it

An R/Me can also do incredibly DoT. Poison + Phantasm is VERY powerful. Add some fire to that and you are pretty damn powerful.

If considering R/Me for DOT, wouldn't R/N be as effective? INstead of psn and phantasm, couldn't you do psn and life syphon which has life degen like phantasm, but also adds +66 life regen to you.

Exactly. Plus you can do para bond to regain health later, and you could also take life transfer and at 8 or 10 or so curses, thats about 10 seconds of 6-7 life degen for them, and life regen for you. Then if you combo it with para bond thats about 8 degen, while reviving your health as well.

In the Comp Arenas stacking DoT is nowhere near as effective becase heals (both from monks and self-heals) are much more efficient, Mend Condition is common and spammabel, and they just have so much more HP that the effect isn't as noticable. It's an excellent weapon to use on someone who's already under siege, but don't count on DoT as your main weapon.
Someone already said to use Migrane and interrupts. I've had a lot of success using Concussion Shot in the Arena, but I've never tried in Tombs.
Personally, I run an R/Me, but I only run Ranger skills at the moment.
And yes, Epidemic is a waste of a skill slot. Drop it now.

My question: Is it viable for a R/me to do a fragility me build along with incendiary arrows? I mean a short condition duration repeatedly applied with the fragility could do a good amount of armor negating damage. Thoughts?

Fragility+ poison arrow/apply poison/incendiary arrows/spike trap/flame trap would probably do well.

Thre are ONLY 3 moves you need to make a fragility ranger: Incendiary arrows, Fragility, and Tigers Fury. The rest is totally up to you.
Fragility usually owns in arena, but take one step into HoH and fragility goes bye-bye. Way too much hex removal, and fragility goes near the top of the list of hexes to remove.

Tiger's fury would remove the short bursts of burning, making it one continuous stream, for most bows under long bow range. That renders Fragility useless.
