"Skills recharge X% faster" - how does it work?

Some skills, such as the Mesmer's Mantra of Recovery, make skills recharge a certain percentage faster. For example, Mantra of Recovery says it makes spells recharge "50% faster". My question is: does "50% faster" mean reduce the recharge time by 50% (so a skill that normally takes 6 seconds to recharge now takes 3 seconds) or does it mean divide the recharge time by 1.5 (so a skill that normally takes 6 seconds to recharge now takes 4 seconds)?

It means that the skill takes half as long to cool down. your first idea. 6 down to 3.

Sorry, guess I was wrong, it is the 6 down to 4, now that I think about it.

Also how much fast does the skills recharge? After all it is a 20% chance that it will recharge faster, but how much faster?

surely 50% of 6 seconds is 3 seconds, so how do you get it as being 4 instead of 3 to recharge?

and the one thats inrease casting speed (20% chance) there is no casting time for this, its instant

If it said it reduced recharge time by 50% it would be 3 seconds.

yeah I knew it was sweet but that is SWEET
I'll have a hard time giving/switching from my fire wand/flame artifact from collectors (other elements, other casters same options) where you even get an overlap there (casting vs recharge I believe)
so correct me if I'm wrong - you get the 40% with the stack, right?
of course 20/20 staves with their prefix/suffix upgrades are attractive too
but until I get some really good ones my collector staff is on the backburner
