It would ruin the skill if it was a hex. But it's not, and it's a great skill because of it.

This is a touch skill which means it bypasses spellbreaker

Spells or skills started before blackout will fail

This skill should make the claim resource skill fail on ghostly hero, havent tried but cant see why not

It is a great touch skill interupt as well as a way to take down an opponent for 6 seconds in a fight. In Hero's Asscent PvP, having one mesmer use blackout one one teams monk while one mesmer is endenial another while the rest of the team spikes the third will work very well.
