28s go for roughly 50-55k, so that would probably be 30-40k.

someone is trying to sell me a sword that has a +27 health thing at the bottom of its stats

If i expert salvage the sword will i get the +27 health pommel from it?

Probably; If it has two mods you might get that one, and you still risk the like 10% chance of getting nothing.
