If i am a ranger and warrior runs up to me and attacks me, am i able to keep shooting my bow at him at point blank range? or is there a min range req on bows? and if i cant use the bow, do rangers get swords or something?

A) there is no minimun req on distance for a bow.
B) any character can use any weapon in the game. so yes you could use a sword though you will not get the full effect out of it becuase most req swordmaship lvls to use.

Question....Then let's just say i am a necromancer or a.....a om Warrior can i pick up a bow.

If so can i use it or no will it be as effective as it would be with a ranger?

You can pick it up, use it of course, but you won't be as effective if it requires any attributes in marksmanship. Removed false information -Scaphism

If you use a weapon with an attribute requirement, and you do not meet the requirment, it will act as a starter weapon. At least, that was the case the last time any serious tetsing on the issue was done.

If you want to find out how much damage a weapon does at a listed attribute level, check out the Game Mechanics Guide. Scroll to the section called "Effect of Attributes on Weapon Damage."

As an example:
You are a ranger/elementalist.
You normally use a bow, but you find a really nice lightning sword that does 10-18 damage in a mission, but it requires 6 swordsmanship.

You do not have any points in swordsmanship.
For you, the weapon will act like a starter sword, doing 2-3 damage per hit (or whatever a starter sword does.) Any inherent modifiers in the weapon, like the lightning mod, will remain, but the base damage drops to newbie levels.

The same is true if you're a Ranger/Warrior and you have 4 swordsmanship trying to use a sword with a minimum 6 requirment. It will still behave like a newbie weapon, keeping any inherent mods. As soon as you have the minimum requirment in swordsmanship, it will do listed damage. Then refer to the table to see more details.

Again, some of this information was collected months ago, and it may have changed since then, but we do the best we can to keep all the information as up-to-date as possible.
