I've never seen a water elementalist but that would be a good staff for them. The 13 requirement doesn't really deter them because most elementalists have 16 in the attribute they're specced into.

The staff itself is probably worth 20-30k.
You could get around 50k for the staff wrapping, or more depending on when you sell it.

On a related note, did anyone notice how all upgrades in general (and especially +hp items) have taken a huge hit in price in the past week?
