in PvP there can be more than eight in an area. why not increase the number in PvE (maybe by increasing group size or allowing more than one party in one area?)

He said more than 8. I don't know what he means, as there are only 8 per team.

More than 8 for PvE would be annoying - it's already hard to get 8 people who can play better than henchies without using a guild or an interviewing approach. I can't imagine trying to build a PuG of 12 and not hitting a dud in there.

Those are still bad ideas. multiple parties in an area would be very easily abused, and missions would be cheap. More people in a group wouldn't serve any purpose, just make it harder for monks to heal.
