Mo/Me Shatter Enchantment combo?

Sorry I am a newb but I saw this skill and am wondering if you can cast enchantments on enemies and then use Shatter Enchantment to rip them off and do a ton of damage. Does this work?

No, because you can't cast enchantments on your enemies. Only on your allies. Similarly, you can't cast hexes on your allies only your enemies.

You could cast a Lightning Orb or something on them instead?
