They need to add a new NPC for PVP characters, this NPC will be able to change and add runes, upgrades, armor, and secondary profession, almost EXACTLY like if you were making a new PVP character, but with this NPC you won't have to keep remaking your PVP characters whenever you unlock something new

(I don't think this has been posted before, I searched the forums)
