I read in the last Fansite Friday that they were going to implement something along these lines... all I can say is... Oh my god... please do it as quickly as possible?!?!?
As I recall, the system would be a painless, efficient way of garnering new party members onto quests or missions that you would like to do.
This is my third time through the game and PvE is painful enough. Incompetent partners are the bonus that makes me seethe and foam at the mouth.
