Yes, it is possible to chang your secondary to/from monk. I believe the person who gives you the quest to change is in Seeker's Passage.

only after ascension and only when you have reached level 20

it migth also be after when you finish all 3 mission i know in the early days knew some ppl that had to change secodnarys to beat mirror

You have to ascend before the missions become unlocked. Bfore that the npcs with the missions just say something generic about their past instead of giving you the missions. That Anelle Phipps has some interesting quests too
