Purple item... when its really not

2nd time this happen to me, wuts the point of making it purple... bug?! or im just that unlucky?! and if i identify it, nothing happen (look at the pic btw)

Normally the requirement is very low on purple Items without any other features... But for you bow: bad luck.

I've explained this elsewhere. and if you buy the prima guide, you will get a much more detailed version of what I am about to write.
say you kill a level 15 monster and it drops an axe :
white would be attributes around the 6-17 to 6-19 mark (leaning towards the middle/lower end)
blue would be the same, but with either a mod, inherant ability or slavage/valuable.
purple would be attributes around the 6-19 to 6-21 range
gold would be attributes around the 6-21 to 6-23 range.
just because they are purple does not mean that they are going to have mods, or even inherant abilities (although it is MUCH more likely with rares)
the colour designates how uncommon the stats and abilities are on a drop from a monster of a certain level.

There is no necessary consistency to the items in GW. In other words, there is no set formula that the items adhere to.
For instance, check out the first axes that you can craft at Yak's and then the next ones too. They have damage LOWER than the axes you got presearing, but they have moderate/high axe mastery requirements.

I had a gold Cleaver drop, when identified had no mods or anything. It's a clean, gold Cleaver. The stats on it weren't that great if I remember right. I'll have to check my storage to see.

sometime i see white items with purple or blue words under it, does that mean that weapons contain either upgrades or runes that is in purple or blue?
Most of the drops i get, it has purple or blue words and other mod on it in the same color, it sucks that you get drops that is purple with no other addon to it.
