As far as I've read/seen in Tyria, they sell unidentified stuff to make money. The people buy it to unlock runes for PvP.
As far as those scrolls with runes on them...usually it's easy to tell because you can just compare it to what it looks like at the Rune Trader without having to ID it. =]

Most people do this to unlock items for PvP.
There's also a chance of an unidentify item turning out to be a 15%>50 weapon, which would in turn make a nice profit.

also, sometimes you have a lil more money than sense so you tend to gamble

Apparently, only the Sup Vigor Rune looks different? Are there any plans by Anet to change that?
