I think I have a collector chakram with the following stats:

Energy +12
Improve Casting Speed on Fast Casting (20%)
Improve skill recharge on Fast Casting (20%)


As I 'm at work at the moment so can't remember the correct wording, but it's definitely a 20/20 chakram.

I also have a Gold cane that improves % of skill recharge.
