Is there a max dmg (and energy) plain collector's healing staff (like they have with the healing rod and offhand)?

No, there isn't. You can get a 9 Divine Req, 20/20 Divine staff in Witman's Folly, and a 9 Divine Req, 20/20 Protection(?) staff from Rylan Palval. The 20/20 Healing staff, at least at this point, does not exist.

It's a 20/20 to Divine Favor, not Protection sadly. Monks get no love from collectors.
