Hello everyone, i got a problem when i try to open any image on my computer

. The problem is that i was cleaning my pc yesterday, from useless folders, files and whatnot, and everything was going fine.Maybe i deleted something without noticing , i hardly doubt it though. Today I took a screenshot in guild wars, and decided to show it to my friend (was a beautiful screenshot of the southern shiverpeaks). A few minutes later, i went to open it, and this window poped up :

And that window pops up everytime i open ANY image at all on my computer. I went to my folder options in the Control Panel,just like it said but couldnt find anything that would fix the problem. Another strange thing, is that when i right click any image, and click preview, the image opens up perfectly fine, but when i double-click it, that window pops up

. One more thing, when i right click any image, my right click window gets a new option called "shell", and i have totaly no clue what its used for or what it does. The only thing i know about it is when i click it, the same window pops up telling me to go to control panel-> folder options. Can someone please help me fix this ? Sorry I'm not too advanced with computers so i cant fix it by myself =\. Any feedback at all would be great.
P.S. I tried system restore to the day before this happened, but the system restore keeps failing.
