Ignite Arrows = Fleeing Mobs?

I was in a PUG doing some farming when a party member told me that Ignite Arrows makes mobs retreat. Is this true? I would have posted this in the Question/Answer forum but i thought who would know best except other Rangers?

Personally, I prefer Ignite Arrows over Kindle Arrows mainly because i can still do damage even when blind.

Ignite Arrows has done this ever since the infamous AoE update.

I gave up using Ignite Arrows since it just makes the monsters TOTALLY LAWL FREAK OUT RUN RUN RUN from the warriors (trying to hold aggro).
