Can anyone make a build for a ranger/monk that smites (no beast mastery)

Go all markmanship and one smiting skill which should be Shield Of Judgement.

The most popular (and useful) of the smiting line for a Ranger is Judges insight. That is often teamed with Barrage builds. It'd work well with just about any build though, like the common Dual shot + savage shot build. I don't see anyother's being useful to a ranger unless you're using a pet.
