1. If my shield has 20% reduction cripple duration and I am hit by a 11 sec cripple (8.8s), do I have 8 sec final or 9 sec cripple? what about the value falls on 8.5?

And yes when I do a unid weapon test, I found that 14% and 15% give the same damage (97) on low level mob, so I wonder if it rounds down since damage is not over 100, that means even 0.9 damage wouldn't round up,
or
Case2:
the damage actually rounds up, the damage made no difference just becasue before adding the 15%, the damage was decimal, so that the damage would be something like 97.4 against 96.5
If everything is rounded up instead of rounding down, then 19% enchantment and 20% could make a significant difference, 14% and 15% weapons also make a difference. If everyone is rounded down, they make no difference.

This is a very good question ....can we get a definative answer on this.
A 19 to 20 enchant can make a difference of a second or more on many enchants.
Also damage if it rounds up would make a 12% as good a 15% on some weapons.

I was under the impression that durations truncate not round
16.9 seconds becomes 16 seconds
with things like energy it does keep decimal places
if blood ritual runs out at 16.5 energy you are .5 closer to getting 17

When you finish the attribute calculation you have a dilemma how u round off the damage from the first part to put into the 2nd part.
And I want to say the calculation of the "preset +35% ideal weapon" doesn't make sense since idea damage should be 1*1.15*1.2 = 1.38
