OK... Lets say you have 2 swords, a req 7 and req 10 and you also have 12 swordsmanship. Will you gain more critical hits with a low req than the high req with the same sowrdsmanship points?

No, they will both perform exactly the same at the same attribut level, as long as you are at 10 or higher (the requirement of the higher sword.)
