Do they actually steal energy from the enemy? or just give you the energy?

The energy is drained from the enemy. Good interrupt, energy denial, and energy recovery Since it's a hex it doesn't have to be timed, as well.

As stated above, but its up to 15 energy, so your target has to have that much. If you cast it when hes dry, and he only has 5 energy left, you only gain 5 energy.
