No "Sound Effects"

Lets get this straight before we start..

Music... Works.
BackGround Sound... Works.
Quality... Tried it on lowest, AND highest.

I have a FRESH install of Windows XP Pro, SP2, DirectX9c, and the latest Drivers for my Sound Card...

I have Deleted the Gw.dat file, and re-downloaded the content, I have even deleted the Gw.exe and re-downloaded the client...

but I have no Sound Effects, Things such as foot print sounds, the sound of Lava bubbling in Heros Ascent, or weapon attacks etc... NOTHING!!

as i said, Background sound, and music are fine, no other games have a problem....

any ideas???
