Increased Spell/Skill Recharge Questions

I was wondering, if you use Serpents Quickness or Mantra of Recovery after the skill/spell has been used, and is still recharging, will SQ or MR still take effect? or does it have to be active when you cast/use the skill.

For a weapon mod or skill to affect recharge, it has to be active/equipped at the time of casting, more specifically when it's done casting. Same thing with mods that increase or reduce the effect of conditions and hexes - they have to be on at the time of casting too. So equipping a Tanzit's Defender after being Blinded is as effective as using Mantra of Recovery after you've cast a spell.

In addition, now that I'm thinking, what if I have Mantra of Recovery active when I cast a spell, does it have to be active for the full duration of the recharge? Or could it say cancel 5 seconds later and the spell still charge faster?

i think whilest you have the skill on you like Serpents it recharges faster.. when you stop having it on your list it will stop with recharging faster

As long as the recharge effect is active when you finish using the skill, it will affect its recharge. If you already have the fast recharge on a skill and then Mantra of Recovery wears off, the skill will still be recharging fast.

Yes. I often activate mantra of inscriptions midway through casting a signet, just to squeeze an extra second out of the duration (not that it matters, really), and it does recharge faster even if the mantra wasn't on when I started casting.

this is true, mantra of inscriptions works when actiavted half way through, and similarly, if it ends the recharge of signets slows down.
I assume that mantra of recovery works in a similar fashion but i have no idea about serpents.
For weapon mods, they are activated only if you casted while the waepon was equiped, and its a one time thing, changes the recharge. You can switch weapons after the effect happens.

So, going to make sure I have this correct.
If Mantra of Recall is active once the skill is finished casting, then it will recharge faster, EVEN if Mantra of recall gets covered up by another stance/wears off/is taken off (AFTER I have finished casting the spell).
