Ok few easy things:
1. If the damage isn't max, salvage the mods on it or sell it to the merchant.
2. If the damage IS max and the req is 13, salvage the mods or sell it to a merchant.
3. If the damage is max, and the req is below 13, then ask for a pc.
All those things are important i.e. damage, req, damage mod, and other mods. I'd say those are in order of most importance too. So if your damage isn't max its pretty much useless. Or if your req is too high same thing. After that the better the damage mod, the more you'll get for it. Mods aren't as important because they can be swapped out, but it definately helps if it comes with good mods anyways.
