10/10 and 20/20 staffs

PC on a max Gold Ghostly staff, req 9 fire, 10/10 on all, no other mods

hehe, i dont have these or anything, but just wanted to know if specific skill mods like 18-20% are worth more than universal ones 9-10% in general, and if there are exceptions, what are they?.... i would think so, since most of my builds are based around one attribute maxed out with a sup rune. i guess i just didnt wanna come out and ask it without disguising the thread as a real PC, lol.

20/20 expect to pay 1mil +
10/10 around 400k+ imo
