It was/is a bug that was introduced during the FPE (Factions Preview).

The skills you got are the Necromancers "Demo" skills given during the Weekend to peopel that started a lvl20 Canthan Character.

BUt it spread over, and was/is giving the skills to Tyrian made characters from time to time.

Actually this is kind of weird. Look at his skills carefully. It isn't the full list of the new necro skills from the FPE (though defile enchantments is a cantha only skill notably). So it is only half bugged?
