What he means is.. does it have +x% damage while [Health is over 50%/Enchanted/in a Stance/Health is less than 50%]? These mods are inherent to the sword itself and cannot be salvaged off.. thus if it has a good one, you'd want to sell the sword as a whole.

From the description i don't think it has any dmg mod so salvage with an expert kit and hope to get the swordmanship pommel.
